Below is a useful table for understanding the relationship between camera resolution, image print size and perceived quality. It is a qualitative chart at best however, assuming sharp focus, ideal subject type and a viewing distance of about 12-18 inches. Green is best, red worst.

As the viewer steps back, the perceived image quality is greatly increased. In other words, it is possible to use a lower resolution file printed at large sizes if the viewing distance is proportionally great (i.e. billboards and elevated signage). We have seen 6mp files printed at 40x60 sizes be very much accepted (viewing distance 15' plus).
